I need a doctor- and one who knows about mens' you know what... Please?

ok- I am not circised, and I wasn't told to pull the skin down every now and then to clean it. So now I am 14, and literally, since I was 2 or less, for the first time I have been able to endure the pain and pull it down to the bottom of the head, and I was shocked. Various parts of the bottom of the head, my skin was stuck to it. Not the small strand on the back, it's like nearly tge whole other side, and it's also red and slightly purple. On one part of the bottom of the head, there is a white powdery looking stuff that ALMOST looks like peelings of the head it self, but it's not peelings, it's little circles, like damp, large powder "pebbles" and EVERYWHERE under the skin it hurts terribly to touch, except the very top which has been touching my underwear, since now I'm older and its... Larger... And s the skin goes down a bit more. But please I am extremely concerned I don't want to have surgery or anything like that...
