How to achieve the wet look with half black nd half white hair?

I'm mixed caucasian with african american. My hair is always really pretty when I get my hair wet, but after it dries it poofs out really big. I need help. I love my hair wet. I kinda want experience because I tried using holding spray, and scrunching while the hair was still wet, yet it still poofed out later on when it was completely dry. PLEASE HELP!
